Goal: To establish program requirements that will promote alternative commute modes and reduce VMT per employee and proportion of SOV trips, decreasing traffic congestion, air pollution, and energy use.

Target: Goals for miles traveled per employee shall not be less than a fifteen percent reduction from the worksite base year value or base year value for CTR zone in which it is located by 1995, 20% reduction by 1997, 25% reduction by 1999, and 35% reduction by 2
