Results: One of the most successful in the country. A July 1993 survey showed an SOV commute rate of 53% indicating that 47% of the trips made by Bellevue employees utilized some alternative commute modes. 

Scope: Mandatory for all new developments with 20 or more employees and expansion or remodeling on existing developments that are changing 20% or more, depending on square footage. Threshold values vary. Also applied to multi-family residential developments and is based on # of units. 

Requirements: Post and distribute information, ETC, car/vanpool preferential parking, $10 per month financial incentive are all MANDATORY. Voluntary requirements: creation of approved program. Annual survey and report are also required.
