Impetus: Initiated by research findings that indicated that traffic congestion will reach intolerable levels if measures are not taken to reduce it, motor vehicles in the area are the major source of pollution, reducing traffic is beneficial to vehicular emissions, and noise levels. Adoption of such an ordinance is in the best interest of the public's health, safety, and general welfare making the city a more attractive and convenient place to live, work, visit, and do business.
