Impetus: Pursuant to Arizona Revised Statutes ARS 49-581 to satisfy requirements of SIP.

Goal: Reduce traffic impacts on air pollution and emissions within the county. 

Hours: 

Target: Maintain a rate of SOV trips or SOV VMT of not more than 60%; OR 1st year -- attain 10% reduction in SOV and VMT. Attain 10% reduction from target of previous year. After 5th year, 5% reduction from the targeted previous year, OR attain the equivalent vehicle emissions reduction target

Results: 1996 survey showed the percentage of alternative modes of transportation usage increased 65% since 1989. Percentage of trips made by alternative modes increased 71% since 1989. In total, approximately 5.8 million vehicle miles or 19% were not driven in the spring of 1996.

Scope: A major employer or school with 50 or more employees or students reporting to the same site. 

Requirements: Requirements include: Conduct of baseline survey to determine proportion of SOV trips and SOV VMT. Implement emissions reduction measures. Develop and implement trip reduction plan which contains any two of a list of approved trip reduction measures. 

Managing entity: The Board of County Supervisors appoints a Trip Reduction Regional Task Force whose members represent the interests of affected employers and schools. The Task Force reviews and approves baseline survey format used to collect data, evaluates and approved trip reduction plans and reviews annual surveys that report progress. The Task Force is assisted by the Regional Public Transportation Authority and the regional planning agency. The Task Force is supported by staff. The Board of County Supervisors directs the county attorney to enforce the ordinance. 

Monitor: Annual surveys submitted to the Task Force document progress of schools and employers in plan implementation. 

Enforce: Civil penalties for ordinance noncompliance with required activities are $100 per day for the first violation, $200 per day for the second violation, and $300 per day for each additional violation.
