Impetus: To implement the Washington State Clean Air Act

Goal: To reduce employee SOV use and reduce VMT per employee. Goals for VMT and SOV are established based upon the 1992 base year for the CTR zone within which the employer is located. 

Hours: 6a - 9a 

Target: Employer has 2 yrs to achieve 15% reduction in both VMT and SOV use, 20% reduction after 4 yrs, 25% after 6 yrs, and 35 percent after 12 yrs. 

Results: 

Scope: Affected employer or major employer, who is either a public or private employer and has for twelve consecutive months employed 100 or more full time employees as a single worksite who are scheduled to begin work between 6a and 9a on two or more weekdays. 

Requirements: Submission of a plan or membership in a TMA. The program must include a ETC, information dissemination, at least two program measures selected from a list, recordkeeping, and an annual report. Must also include assignment of implementation responsibilities, evidence of commitment to provide resources, and a description of employee worksite characteristics.

Managing entity: Director of Transportation for the City of Seattle 

Monitor: Director reviews employer's manual report. If progress toward achieving goals is not indicated, employer must work with the City to revise program and implementation schedule. 

Enforce: No employer may be held liable for failure to reach the applicable SOV and VMT goals. However, failure to make a good faith effort to fulfill requirements of the ordinance can result in a civil penalty of $250 per day.
