Requirements: Submission of a transportation management plan (TMP) and an annual progress report. TMP must includes measures likely to achieve goals. 

Managing entity: Director of Transportation for the City of Seattle 

Monitor: Seattle Transportation monitors compliance, including review of TMP, review of annual progress, goal achievement 

Enforce: Failure to comply results in a civil penalty of $250 per day 

Funding: City General Fund receives revenue from fines for violations of the TR, which is allocated for activities to reduce vehicle trips in the Northgate area
