Qualified Transportation Fringe Benefit Rates for 2011 - Remain at 2010 Levels

December 17, 2010. The recently passed tax bill extended the Qualified Transportation Fringe Benefit so employers may continue to provide workers with up to $230 per month in tax-free transit and vanpool benefits in 2011. In March 2009, as part of the stimulus bill, the monthly limitation under Section 132(f)(2)(A) Qualified Transportation Fringe Benefits regarding the aggregate fringe benefit exclusion amount for vanpools (commuter highway vehicles) and transit passes was increased from $120 to $230 per month. It was set to expire at the end of 2010.  The monthly limitation under Section 132(f)(2)(B) regarding the fringe benefit exclusion amount for qualified parking remains at $230. Commuters can receive both the transit and parking benefits (i.e., up to $460 per month). Employers can allow employees to use pretax dollars to pay for transit passes, vanpool fares and parking.

Employees also can be reimbursed up to $20 per month for biking to work.  The Emergency Economic Stabilization Act of 2008 (P.L. 110 343), added qualified bicycle commuting reimbursements to the types of qualified transportation fringe benefits.  The benefit can not be combined with those other qualified transportation fringe benefits.  More frequently asked questions on commuter tax benefits from our Help Desk

“Getting Ready for Electric Vehicles – A New Transportation Alternative" Netconference

On December 9, 2010,  the Association for Commuter Transportation (ACT) and the National Center for Transit Research (NCTR) at the University of South Florida held a netconference about the introduction of electric vehicles into the U.S. fleet and opportunities for transportation demand management (TDM) professionals. Matt Mattila with Rocky Mountain Institute reviewed Project Get Ready, a non-profit initiative. The initiative’s purpose is to create a dynamic “menu” of strategic plug-in readiness actions for communities including the “business case” for each action.  Syd Pawlowski, Supervisor Rideshare Operations, with King County Department of Transportation (Seattle, WA) discussed King County's plans and “learning experiences” as King County prepares to take delivery of five electric fleet vehicles and 30 electric vehicles for the Metro Transit commuter vanpool fleet.
